No the vouchers are only good in the county they are issued.

I am afraid that you are out of luck with this one. In many places you can't even use you section 8 in another city. Sometimes you can use it on a county wide level but interstate transfer is strictly no go. However; If you have all the paper work saved??? The it makes it much easier to get the section 8 a second time in a different state. They see that you have been approved elsewhere and that eases their minds somewhat. If asked why you have moved between states always reply that you were chasing the promise of a job. ( if that doesn't interfere with you section 8)

nope.
only in the HUD area that issued the voucher. If you move out of the area, you'll need to apply again within that jurisdiction.
