When Maxim makes the list it's not necessarily the 100 most attractive women. If it was I don't think she should be on the list. I think their definition of "hot" goes past just attractive.
One of the things that makes her "hot" is her comedy. She's hilarious. You said she was plain, and I think that is also something that makes her hot. She seems plain/regular and that makes it easy to relate to her.
She's somewhat attractive, hilarious, and very popular right now which makes her one of the 100 most "hottest" women.
Plus I'd most definitely hizit the skizans.

Sarah Silverman is one of the funniest women in the world today, but I do not feel she belongs in the top 100.
