It is, if you have digital or satellite TV and don't mind waiting until 2-4am to see the game. The main problem is people in the U.S. can't wrap their heads around the rules of rugby so they don't watch. No viewers, no sponsors. No sponsors, no airtime.

Rugby is televised in the United States, on Direct Dish Satelite, a subscription channel called Setanta. They show English league (Guiness, Heineken, Magner's), Super 14 and will be televising all the Rugby World Cup matches.
In fact Setanta just became a corporate sponsor with USA Rugby and will televise Rugby along with the future Setanta Cup Challenge.

Yes it already is. Is it at good times for you to watch? No.
At this point most of the televised games are on Setanta Sports. It's an additional channel you can subscribe to on DirecTV. Most of the games coming through are off the Super 14, so games are on early in the morning in the U.S., but now that that is over they will show all the international games leading up to and including the World Cup later in september. If you don't have Direct then the rugby channel at mediazone.com has good packages to purchase games and watch them on your computer.
