If it is kept in captivity in your home it shouldn't ever go into hibernation. Turtles sometimes just like to dig a hole and sleep. It's a way to get rest and stay safe from predators. (I am assuming this is a tortoise.)

Turtle do hibernate, yet in an indoor enviroment they do no longer certainly hibernate. I even have heard of a few people putting them in the frig for some months. TurtleTalk has some large talk on line approximately hibernation.

Some turtle go for hibernation in winter but some of them are not, you should find out the breed of your turtle and see wheather it should go for hibernation or not. If not, than i think he should need some sort of heating like lighting bulb to keep him warm.

It would help to know the species, etc.

Turtles hibernate in response to dropping temps and shortening days.

Hiding and burrowing are pretty common behaviors for many turtles... but you said 'shavings'? Pine, cedar, or aspen shavings are not real good for most turtles.

My mother has 4 turtles and they always hibernate during the winter. Make sure he is eating good and you should try to put him in a tank with water and build up a rock platform for him to rest on like land. He will love it.
