it is not ICK, it symptoms are small white cysts and rubbing. It is what is called Pop-eye. I had a few fish that had this happen and one of them actually lost the eye. The other one I treated with Maracyn Two and that seemed to fix the problem. You will probably have to do some looking in fish stores to actually find that treatment but it is there and it does work.

That sounds like pop-eye, and if so is a bacterial infection.
Erythromycin is helpful for this condition, but needs to be administered quickly. If you have other fish in the tank, they need to be treated as well, even though they might not have any symptoms.
Here's a link for Maracyn antibiotic that you can order online, but it would be faster, and likely better for your fish to get some from your fish store right away. The treatment should cost less than $10 if your tank is small.

That is an infection, but not in his eye strangely enough. It's actually a symptom of a liver infection and it's called pop eye. It is very, very difficult to treat successfully once it's that bad and honestly I would suggest you remove the fish from the tank and euthanize it. If it were to die in the tank the disease could spread easily to your other fish.

It does sound like things aren't hopeful for the little guy. :( He could recover and survive it, but it's unlikely his eye would go back to normal. And MM is right, there are a couple of things it could be (septicemia and TB) that would be very bad for your other fish if the neon dies and they nibble at him (and they will.)
If you can't separate him, euthansia is best. At his size, what I'd recommend is preparing a clear spot on your counter with a paper plate and a heavy object, then net him out, set him down, and crush him with a quick tap. It's the quickest way.
Sorry about your fish. :(

If your fish has ick and you don't treat all the fish in the tank will catch. You could go ahead and treat the tank for ick it won't hurt the fish if they don't have it as long as you follow the directions

as magic said its a liver infection in advance stages you could isolate it in a separate tank and try salt bath's, but its hit and miss, whatever it needs removing from your setup as it is infectious, ick treatment is for white spot and nothing to do with pop eye.
