I have tried powdered chilly flakes, pepper, products from the hardware store. I need something inexpensive.

You can get a product called "ZooDoo" online... it contains the dung of zoo animals and the scent freaks domestic animals out... they wont go near it.

I have been struggling with this problem for a while now... I started putting down chicken wire where the plants are not or letting them grow through it. Cats don't like to walk on it and I can walk around it. Maybe you could call animal control explaining your situation and they might lend you a trap to trap it (or you could buy one) so they can take it away causing the irresponsible neighbor to pay to get it back(assuming its not a stray). I have also used chilly flakes in the past but now the seeds in it are growing...

Those cats need to associate the area with something unpleasant, like your yelling, loud noises, gentle squirt of water from your garden hose. This strategy will require your presence for a while, but it only takes a few times for each cat.

Try coyote urine,,it comes in bottles or in powder. I have heard it works pretty well to keep most critters out..or try a liquid fence, but I don't know how well that would work on cats. Hope this helps

I know that sometimes using human urine works on all kinds of animal to keep them away. Once you break the habit the cat will go else where to do its business. I know it sound nasty but better your then the cats.

Sprinkle cayenne pepper around your garden beds not regular pepper. You can also try lemon peels

would a cheap screen fence be too expensive? Just try to cover around it.

moth balls or moth flakes they cant stand the smell we use it all the time you can even go around the yard they will not pass it

bleach. maybe a dog, jk. try smacking the can with a bat or something when you see them in it.
