your dishwasher could have a build up of lime in it. what i do to mine is when it starts to leave a coating on my dishes i put a quart of vinegar in the dishwasher and run it that way. usually twice a month. it cleans the dishwasher and your dishes come out sparkling. what also helps is don't put so much soap in the dishwasher when you do the dishes.

Do you have a tall tub dishwasher?... If so you have 1 or 2 different problems...First check to see if you are getting enough water to fill the dishwasher... After the dishwasher fills you should have water sitting in the bottom about 1/4-1/2 inch below the heating element... If its any lower than that then there's your problem...If you have enough water than you have a broken chopping blade inside the pump... This may require a service tech for repairs...These have been on going problems with the tall tub design for many years...

Unfortunately that scum or residue on the dishes and glasses is a deposit of calcium from your water supply.
Buying a water softner will not clean up those dishes. It will prevent them from becoming "calcium" laten in the future, but for now you need an acid to remove that scum.
What you need is to buy some CLR and in a plastic pan clean each glass and dish with CLR to remove that calcium deposit. Wear plastic gloves when working with CLR.
Then your dishes will wash clean again.
Sometimes the water heater is set way too low and very hot water is required to properly clean dishes . So take a look and see if y ou havent set that a bit low temp wise and see if you can set it safely higher.

Sounds like you have two problems. Hard water and low water pressure. The film is from the hard water but the food not not coming off is either from not enough water pressure or an obstruction in the dish washer. You need to get your unit looked at but think about a water softener.
