I sometimes see traffic light with blinds. Most of the times such traffic lights remain green. I have not read anything about them in a traffic theory book. What is the purpose of such lights?

To make the light visible in the direction of the on-coming traffic only. This helps to prevent traffic waiting on the other road seeing the light starting to sequence and making a jump start.
Jump start + Amber Gambler = BANG!

There are a couple of reasons for this, first in direct sunlight it is difficult to see the traffic lights, secondly at night in built up areas they can be an annoyance to the people living in the surrounding houses.

These lights with blinds are used where there are multiple sets of lights in a short distance.
The blinds prevent drivers at the first set of lights from seeing a green light at the second (or subsequent) sets of lights, and assuming that it refers to the junction (or crossing) they are driving through - hence reducing the risk of drivers not stopping at a red light because they are looking at a green light further ahead.

Its to allow them to be seen only from a specific direction. In situations where it could be confusing as to which light controls with direction such as where angled streets meet and could be confusing to oncoming traffic

If they are near a built up area they can cause distress at night to house owners trying to get to sleep, the blinds as you call them are put there to minimize the glare beyond the direct position of the light

The way the sun hits it will blunten the illumination of the light so blinds are used to prevent this.

To keep the light directed where it needs to be. Mostly in crowded area's so if your window or building is up against it..You don't see flashing lights all day while your at your desk or in your home.

They put blind on some lights because of the way the sun reflects in that area. If they didn't put blinds on them the sun would be so strong you wouldn't be able to see what color the light is. RED FOR STOP!!!!Bang!!!CRASH!!!

it also helps to see them when the suns high up, gives them a bit of shade

They are to keep the sun's glare from them so you will be able to see the color better.
