norton tool bar spyware never just starts only ask me to download

I would depend on at that rubbish if I were you. C'mon, get yourself a PROPER anti-spyware!!! You can get loads of free ones from here:

I have never known IE 7 the current version to continue asking you to download norton. Yahoo anitspyware sits in your tool bar and does nothing unless you open and download norton's junk.
You don't state what version of IE, that you are running. If it is not the current version I would recommend that you download the most recent version over the prior version if you are using an earlier version.
Or you can download a new toolbar over the one you already have.

There are many better than norton out there
Some of the free ones are even much better.
