first its a shiny stone no light stone
u can find 1 on iron island or u can go underground and dig till u get 1

The Oval Stone evolves Happiny into Chansey. Give one to a Happiny, max out it's friendship, and level it up during the day. (I'm pretty sure the hours are 4:00 AM to 8:00 PM) Note that the daycare, even if it levels up, will NOT evolve it. Happiny evolves into Chansey, which if you can't evolve it via friendship, Chansey is available at around Lv.18 at Route 209, south of Soceleon Town. They're pretty rare, though.

the only place i know of is iron island in the end of the cave.
