If you are looking for HUD rental assistance, you go to your local housing authority. Most cities have one and there is one in each county in the US. You can get more information and find your local housing authority by checking the HUD website:

I'm going to guess that you mean you are looking for some sort of government housing assistance. Although it varies from state to state you typically must first qualify for some sort of state run welfare program and then through their offices, they can help you get on the no doubt very long waiting lists to get into a government housing program. For example in Oklahoma, they have apartments (3 bedrooms even) that can be as cheap as $100 a month. The catch? They are typically in bad neighborhoods (but not always) and the waiting lists can be VERY long (2 or 3 years).
There are other government assisted housing programs such as HUD, who can help you buy a house if you are a first time buyer and the house you want to purchase meets the requirements which is very hard I hear.
Anyway, the first step is to go to the place in your state where you would apply for things like foodstamps. Get on the books and talk to your case worker about getting on the list for housing.
