Absolutely not! I never give a thumbs down. I do give a thumbs up if someone gives a clever or funny answer. That is the whole point here. To give your opinion. You shouldn't be penalized if someone else doesn't agree with you. And besides, some people are so unhappy with themselves, They give a thumbs down to answers just to have a pathetic little laugh. I think they should remove the thumbs down all together.
