As with your previous question - I'm not being funny - I just don't know what you're asking. I'm a private landlord and try to do the right thing, so I'm familiar with tenancy law.

But I've read this through twice and still don't know what your question is - however, changing the locks sounds a good idea.

... and your Question is ???

.,... sorry , I just spotted the '?' at the end ...

OK, it is not up to the Council to read documents and explain them - if "she" did not understand the document, she should have ASKED the Landlord to explain it (Landlord does not have to 'explain' everything ... your have to ASK if you do not understand)

When "she" was told about 'notice to quit', she should have asked the Landlord for that document ... not waited untill the end of the Tenancy.

HOWEVER if she is now homeless she needs to go to the Council and sit in their offices untill they sort something out.

That's the longest rambling I have seen in a long time on here. Its tough to make out what you are asking because of your poor grammar.
