I think it's officiall dead because for 2 years in a row, there has been no signs of leaves The other trees on the lot are perfectly fine. What's going on?

after the first year of no leaves i would have cut that baby down. there are a lot of tree diseases going around right now. some pretty big ones are dutch elm disease and there is a new ash disease killing a lot of trees. if you are going to replace your tree do not use any of these species. oak and maple are most disease resistant

lots of things could have killed your tree. Some of the most common are parasites, especially if it is old. There are several types of insect larva that love to burrow into tree bark and gorge themselves on the sap of the tree. If the green layer just beneath the bark was broken all the way around, the tree starved to death. all you can do with it now is have it removed and maybe plant another one in its place.

you should have known it was dead last year when it didnt get any leaves. have it removed and plant another in its place.
