There were many reasons.

1. He was paranoid. He had people killed who he thought were out to get him, as well as people who were beginning to attain some power and he didn't want to have to deal with them when they got powerful.

2. The USSR wasn't able to grow enough food. Kill people, and you don't have to feed them anymore.

3. He removed whole village because he wanted to turn their land into farmland.

4. The Kulaks were very spirited, independent thinking people. Dictators don't like those types in their countries. So he practiced genocide.

5. He also killed military leaders he thought incompetent.

6. Fear. Knowing you can be killed for any reason makes you afraid and you will try and do whatever you can to keep the Dictator happy.

That is just some of the reasons. After you have killed many people, you quit needing a reason. You just keep killing.

Stalin elminated anyone that might be a political threat to him. He did live to regret this to a certain extent. When the Germans invaded Stalin realized that he probably shouldn't have purged all the competent officers in favor of loyal party members.
