I own a restaurant and this is what we do. When a group of people leave a booth or table and they leave a big mess on the floor then our wait staff is instructed to take a broom and a dust pan and sweep as quickly and as unobtrusively as possible. We do not get the vacuum out until the restaurant is closed. Running the vacuum is too loud and they do stir up dust.

I think it would depend on the type of restaurant and what type of cleaning they are doing.
If it's a fancy sit down, I would expect the place to be clean. If they were just using a broom or a hand sweeper, that's fine, but if it's a regular loud vacuum, then no, that can wait until they close (unless they REALLY have a mess, but then it better be quick!).
If it's a sit down that's not so fancy, like TGI Friday's, I would still expect cleanliness, but still would not like over the top useage of a vacuum while I'm eating.

I'm a waitress of a mexican restaurant. We give chips and salsa to every table ans people are usually very messy and drop chips everywhere. If there is a mess it's part of our job to sweep it up. Would you rather eat with filth all around you or eat in a clean reataurant. Plus you don't have a boss on your back telling you to sweep it up. So yes it is proper and no it is not rude. We are just making your area a little cleaner

this is true, however, I don't want to be sitting down & eating while the surrounding areas are filthy! it's not proper for them to just let the place be a sty the whole day & wait till the place is empty to clean up.

true, cause you're sure dont wanna eat trash flying into ur food. Not to mentioned the dust around it - sneezing & disturbing other's too.

false, cause they're just doing their job. Make sure you're eating in clean place and keep happy customer.

so, it's hard to determine which way to do ..

It is not proper and just plain rude and inconsiderate, imagine what is floating around your food and they should put themselves in your shoes and think if they would want sweeping going on while they are eating.

i thought it was just me that thought that cleaning in an area where customers are still eating was disrespectful, unless there was a huge mess to clean

sure if I even have not something to do. there is purely not something to envision. I continuously carry a e book, magazine, or something like that with me. Then i will purely study whilst I await my order or perhaps whilst I eat.
