The chalk isn't illegal as long as you are not writing harrassing things. Don't use a torch (unless you mean what Americans call a flashlight.)

Why would you do it at night? No, it's not illegal, unless it's a private parking lot posted No Trespassing. If it were illegal, a lot of hopskotchers would be in big trouble. Chalk washes off.

No of course not why would it be?

Copyrights -only if you use it for profit is the rule of thumb (and even so if you don't change it enough)

Vandalism -it can wash away you are good

I can't think of any other reason you might be hesitant.

technically yes but I seriously doubt you would get more than a request to stop doing it if the smiley face police caught up to you. it could be considered "graffiti" or "vandelism" by some lawyer or cop...unless you own the sidewalk.
