If the visiting closer is on the mound in the bottom of the nineth inning with a runner on second and the batter hits a grounder/pop fly and an error on the play causes the tieing/winning run to score, is that considered a blown save for the closer?

Yes.

Just like a teammates error can cause a pitcher to get tagged with the loss, they will get charged with a blown save if the tying or winning runs cross the plate.

It depends if the pitcher entered the game with the save situation in effect. Can't blow a save if there's no chance to earn one. This guy may have entered with a nine run lead and simply pissed it away. Assuming he did enter with the ss in effect, then yes, this would be a blown save, as the opportunity to earn the save has now gone by the wayside while he was the pitcher.
