This depends on the state, and probably the specific apartment complex. The one I just moved out of required the occupants to be 21. However, one probably cannot sign a lease unless they are of legal age which is 18.

In the USA you can enter into a legal binding contract at the age of 18. However, each apartment complexes have their own disclosures therefore they can pick the age without discriminating.

I got my first apartment at 18, tried to get it a month before I turned 18, but the leasing office told me I had to be 18.

I'm 99% sure it's 18.
At least one of the occupants would have to be 18.

18 years old to rent one in your own name. If you have no credit and not enough $ to pay the deposit/move in yourself, consider getting/finding a roommate. Colleges usually have bulletin boards with postings looking for roommates or who have space available. That might work for you too.
