Sure! Unless there's an established pattern of violence or destructive behavior, that is. It's not common, but in some cases a person with an established pattern of behavior that would define him/her as "dangerous" can have a restriction put on file. It's usually just for handguns though. There being no requirement for background checks/waiting period on long arms (ie: rifles) there's no realistic way they could enforce any other type of purchase. Legally, it's the same principle as when an epileptic or alzheimer's patient is denied a driver's license. Such person is'nt legally FORBIDDEN, but won't be allowed because of a medical condition which makes the person dangerous when using that type of equipment.
