Well, it was on late on bbc a few months ago, i think it was sean pertwee or at least a guy who looks like him-
filmed in newcastle, he had the accent and everything! ...
he was married and they adopted a african girl who wouldnt speak, then his wife died - got runover,and his best mate helped him bring her up. i remember social services, keep coming round and they were hiding from them cos they didnt know about the wife. then at the end she spoke 2 him!
if any one can help, id be very grateful!
ive tried typing in sean pertwee in2 google ( sorry- yahoo!)
and nothing comes up on imdb so im guessing its not him!

I think it was "The one and only" it starred Richard Roxburgh

I remember this vaguely but not the name - it had a scene with the actor and the little girl dancing on the flat roof top on a block of flats if that helps anyone else remember it.
