You may get native species moving in on their own if you're in a rural area. If you're moving them from a local pond to your pond, they might survive, but they may be carrying parasites that will affect your fish.
If they're store bought frogs and newts, I wouldn't do it. There's a good chance they need a different environment, especially in terms of temperature if you're in the north (most species sold are tropical). There's also a chance of them escaping and causing problems for your local species - by spreading disease for which the locals have no immunity, taking over breeding areas, or eating/killing them directly. Exotics should never be allowed freedom in a natural environment.

Yes, there is no problem there. Koi are too large for the frogs to be aggresive towards. Some frogs and newts will sometimes eat fish under 1 or 2 inches, but Koi are to large for them to ingest.

It depends what kind of frogs because some frogs actually eat some fish. I think the kois are very big to get eaten.

wild frogs find their way in and out of my pond all the time with no problems....don't know how newts would do.

Depends how big the frogs are compared to the fish. They might eat eachother if the size contrast is extreme. But otherwise it should be fine.

Many large fish eat frogs.
And I wouldn't bother with the newt...
