If its in the future try someting snazzy while in the present or past theres really no better name then Julian.Marcus.Sophie.Chris.Tony.Jordan.Linda.
also try something more unique like for a female- Loan, Kesha.
another trick that I use is I spell names backwards. try that

for the detective you could name him Cale if your detective is a guy. BATMANS VILLION WAS JOKER or Riddler i can't remember which. Name your city Slum City.
