Yes, a photograph can change the world, especially if the photo has the right impact to the right audience. Much like a butterfly flapping its wings in Thailand can set off a chain of events that ends with a tornado in Texas.
Some photographs do impact people's consciousness. Otherwise, all of those non-profit organizations that send out solicitations for donations in the mail wouldn't spend the money illustrating their brochures. Be it poverty, the environment, or politics. etc etc etc.

No.
You cannot make anyone care about something that they don't care about. This is flawed reasoning that actually works against many groups advocating for social change.
A photograph will only move those who care about the issue that the image relates to.
Since I am employed in the area of social advocacy, I could include a long list of what and how others hurt their own causes in their approaches -- such as using photographs to attempt to manipulate the responses of others.

Yes, I have seen photographs worth more than 1000 words.
It's not neccessary for the whole world to see it to make those who do create the energy and incentive to cause change.
It may not always be the change intended but it can bring about change.
"The world is not an evil place, the evil is people who see wrong and do nothing".

John Filo's photo did. http://en.wikipedia.org/wiki/John_Filo
If you were alive during those years, that photo galvanized an entire American generation to a cultural revolution in this country.

linty,
If you took it or appreciate it...then my vote would be yes.....maybe not the WHOLE world, but part of the world.....for sure! do you have one in mind?
I have asked questions like this about my paintings......I think maybe. If one person is moved by it, and it inspires them to let their light shine.....absolutely!
Anyway, it couldn't hurt could it?
