One thing I think should be done is the companies, whose employees allow their laptops to be stolen, should have to pay damages to the victims for their employee's negligence.

The companies should have to report the thefts immediately so potential victims could at least observe there credit reports.

I don't think anybody would want all the trouble it would take, as well as the additional costs and time it would take to verify every transaction.

Identity theft implies a crime has been committed.

I have received call from one of my credit cards when there are oddball items charged. They ask if I ordered it.

Well you can very well do anything before the event can you.
Identity theft is a tuff nut to crack. People are out there just sucking the life out of lots of people.....not much you can do about it but sign a billion of papers stating you didn't do it...and wait.

and what can be done "before" the fact?

beyond making sure you do you due diligence on your part as a consumer, what can companies do to better fight "before" teh fact?

instead of saying nothing is being done, why dont you propose a away to do what you want companies to do?

Remember, your "idea" must mean that consumers aren't paying for this additional security because, when something has to be paid for, ...consumers go up in arms over it.
