"Levels 2-7 Get a Free Yahoo Bag" is what the screen says, but but when i tried registering, instead all i saw was a free fluorescent light bulb when you go to the register page. Why is that?
will you actually get the bag or light bulb after you put in your address?

Did you put in your address, if you did the tote bag will be mailed directly to you, the fluorescent light bulb will be sent to to you if you answer a question and get a a best answer

This is what the site says -- though it IS hard to find:
"All users who reach level 2 or higher on Yahoo! Answers who have also registered for the promotion will receive a Yahoo! Answers tote bag as a thank you gift just for participating. Please allow six to eight weeks for delivery of gift. You must be level 2 or higher as of June 13, 2007 to receive this gift. Level 1 users can still qualify for the gift by earning enough points to become level 2 before June 13, 2007."
Due to that, I would not expect to see the bags any EARLIER than end of July, beginning of August (they usually don't even BEGIN to mail them until the "qualifying" deadline is done.)

I know that's the same thing i got when i signed up too maybe you get a bag and a free light bulb...

Yeah I saw this too because I want a free bag. Hell, I want a free light bulb, too. i just want free stuff. I like free stuff. What I really want, though, is a free tshirt. Or maybe a free car. Hmmm..that'd be nice.
But maybe it'll be a free bulb in a free bag.
But I don't know...which do we get? A bag or a bulb? It's not consistant...typical yahoo.
