Tokyo in winter is very cold. It doesn't snow usually but still the cold air will probably get you. So just take warm clothes with you like you wear in the states. Many Japanese women in Tokyo usually wear a scarf, long comfortable boots, gloves, a warm coat or jacket and a sweater . They don't usually wear a T-shirt with a down jacket because usually their home that doesn't have a central air heating system is very cold and it will be too cold to walk inside the house with just a T-shirt and jeans on. But if you are staying a decent hotel, it will be different. It will be warm. But anyway, just take warm clothes with you.

If you're in Tokyo, I'd recommend wearing layers. Don't wear a big heavy coat, bc after going up and down subway steps, walking down the sidewalks, and going in and out of overheated stores you will NOT feel cold anymore, and a heavy coat will just be a burden. If you want something super warm just in case, take a down jacket. You can smush it in your suitcase, it doesn't weigh much, and you can wear it skiing if you get the chance to go.

Down windproof/waterproof coat. Long undewear. Sweater. Thick socks. Hat that covers your ears and a scarf.

The cold in Japan will chill you to the bone.

Long pants, a sweater, and a coat, maybe gloves or mittens and a hat on the very coldest days. Depending on where you're from it may not be that bad. (It's significantly warmer than, say, Iowa or Minnesota, for example.)
