If you mean the one that goes "party, party, join us, join us"... that's the ending theme from the Shin-chan show (Japanese title: Crayon Shin-chan).

I think it's done by the voice actors they got for the English dub, but I'm not positive about that.

They show it on the ending animation of 'Crayon Shin Chan' which is aired weekdays at 12:30 . . . I don't know who sings it, it's a theme song. You should watch Shin Chan though, it's an extremely funny show.
