My oscar has been laying at the bottom of the tank on his side and he also has white stuff on him.Does anyone know how i can help him and if I can?

Jon V is exactly correct, Oscars laying around the bottom of the tank isn't unusual, but you will need to treat for the white stuff. Four possibilities come to mind:

Ich - Small white dots that look like salt on the fish. Treat that with a ich medication from the store.

Fungus - This looks cottonly or like wool growing on the fish. Good fungus treatments are available at any pet store.

Protozoan infestation - This would look like a white slimy patch on the fish. Sometimes it has a reddish or yellow, or even greenish look to it. This should be treated with a good parasite medication.

Columnaris infection - this would look much like fungus, but it grows in a round spot with a reddish center. Treat this with a strong antibiotic such as Furanace of Furan-2. Maracyn 2 would also be a reasonable choice if the others aren't available.

Please try to be sure which you have before treating and don't trust the health of you fish or your tank to "shotgun" medications that claim to treat everything. In my experience those medications that claim to treat it all actually do a very poor job of treating anything.

Could either be ick or a fungal infection. Ick is smaller speckled spots of similar size, where as fungal would be larger spots of varying sizes and often with a cotton like appearance.
Do a 50% water change then get to a fish/pet store and pick up a product that will treat the illness you have. (often there is a product that kills ick that will also treat fungal issues this of course would be your best bet) Follow the directions on the medication and then follow up with regular weekly 25% water changes to prevent illness in the future.

Oscars laying on thier sides is not unusual, Oscars having white stuff on them could be a serious problem. Is he eating normally or not interested in eating? Where is the white stuff located on his body? It could be ick or a body fungus. Are there any other signs that he is exhibiting you could provide or any pictures?

I would check your Ammonia and Nitrite in the tank sounds like a water quality issue . Remember your Oscar will need at least 75 gallons in a few months .

ya i have fish and your problem is he probibally has ick and you need to go to a fish store and they will give you ick away

go to walmart or your local pet store and get stuff to cure ick.
That is what's it got.
If you do it now you might be able to save him.
