Can I take an "officially licensed" picture, put it on a t-shirt and sell it? Whats the rule?

Starting my own t-shirt business and have a couple of patches of Marilyn Monroe and Bette Page that are "officially licensed", is it against the law to sell these on shirts if they are licensed?
