Windows Defender runs in the background at scheduled times. It runs as a process at startup and performs quick scans and updates itself automatically.

It is not meant to be run like a desktop program on an ad hoc basis. It is pointless to run a manual scan if an automatic scan has already been run. Just let is run on an automatic schedule. No human intervention is required.

Open start in your tray, open your programs and look for "defender", open and click on send shortcut to my desktop. Close and you will have the icon on your desktop.

You may have not checked off when downloading and installation shortcut to desktop.
