I dont think its law in the uk you may want to look at this http://www.autonational.co.uk/news/2003_02.htm . I do think a dog should have a seatbelt. After all they are precious and you wouldn't put your best china in the back without protection. I got my dog a seatbelt, so I could take him to the forest. Unfortunately my dog did not like it he chewed through it on his first sitting. I do remember reading in the news of a man that crashed and died and couple of the dogs went through the window too.

If the police see you with the dog in the car untethered and they think it could cause a problem, they will stop you and potentially issue a spot fine. Having the dog in the car with you is very dangerous and one of my friends had a crash with his car after the dog jumped on his lap at 60mph.

Yes, have driven 900 miles and back several times with a dog (beagle) always wearing her leash and a cat inside her soft carrier where she feels safe. Never drive more than 8-10 hours with breaks at roadside places where pets are allowed to walk and do what they need to. Motel 6 is very good about allowing pets. Take a disposable litter box and litter and let them stretch their legs at night in the hotel room. Red Roof Inn is also very accomodating. Be very careful opening doors to the car and the hotel. Keep a leash on your dog, even inside the car so you have something to grab if she/he gets away from you.

in the UK rule 43 of the Highway code covers a dog travelling in a car. It is not a legal requirement for it to be restrained it is an advisory.

In the UK - no. But think of it as a projectile in the event of a heavy impact accident - if it's in the back seat behind you and it's a medium to large sized dog it would probably kill you on it's way to the windscreen. Tether it or leave it at home.
