Seems to me most people dont like golf for golf when they answer this question. for me it would be:
1) Make it a challange for everybody. i.e. multiple sets of tees that make the course range from 5,000 to 7500 yrds. Where if you dont place your tee shot in the right spot it is hard to score. But dont have BLIND shots (it isnt fair to have to play a blind shot on a course you havent played and be penalized for what you believed what a good shot).
2) Course maintinence. Nothing sucks more than paying 100+ dollars to go and play a course to find out that the greens are pluged, the fairways are not trimed and the sand is more of a mud.
3) Pace of play. Your course could be beautiful and in great condition but if it takes 7 hrs to play it sucks. (been there done that, wont again)
4) Cost. If you have a nice course for a good price and good pace of play, even if the price is cheaper the course will be able to pay for itself.
5) Good practice area. Meaning-level grass driving range, smooth putting greens, chipping area (with real holes) and even a Pitching area (100 yrds or so).

to me that would make a great course. and if i could ad a 6th it would be location. Make it so i can get there without leavein before the sun.

GPS systems in all golf carts telling you your yardage. Free Range Balls, Chipping Green, Practice Bunker, Phone to call in your lunch order at the 9th hole before the turn. Making sure the golf course does not overbook so there is no slow play.

An 18 hole giant mini-golf course. I also like the pizza delivery idea.
