Alberto Gonzalez, Harriet Meyers and Michael Brown are perfect examples of loyal Bush followers who are/were obviously not the most competent choice for the position.

Is loyalty a better quality than competence in government?

There was a town in Texas which was notorious for its pidgeon problems. The birds were carrying several diseases, & made a mess out of everything. Desperate, the town hired a pidgeon exterminator. He arrived, & explained that it would cost $100 to kill the pidgeons, plus $10 for any questions asked. The town agreed.
The exterminator releases a pink pidgeon, which flew into the air. Slowly, one by one, the town's pidgeons began to fly after it, mimicking its every move. Finally, when all the pidgeons were following its lead, the exterminator snapped his fingers, & the pink pidgeon flew into the side of a building, killing itself. The other pidgeons followed, & in seconds, all the pidgeons were dead.
The town was impressed, & gave him a check for $110. The exterminator looked at the check & said, "I suppose you have one question."
"Yes," the mayor replied. "Do you have any pink republicans?"

Why should he admit he's wrong? Just because the Democrats say he is? Democrats regularly keep those who are incompetent around. They make an apology, everyone accepts it and they go on their merry way. If anyone else does anything that Democrats disagree with they are evil and must resign right away. They can apologize all they want and it won't make a difference. The Democrats launch investigations and even after they find no wrong doing they continue investigating until they find something that looks bad. But then nothing ever actually gets done. At least nothing that they promised they would do. Nothing that the people wanted them to do. But they look like they're doing something. They are bringing down the big bad Republicans. They do it that way because they can't do it with ideas.

Bush was raised in a world of nepotism and cronyism. Competence has never been an issue for him. It is not his fault that he sees the world in this way.

The voters, however, should have done a little checking on this guy's background before handing him the presidency.

Name one George W Bush success that was not accomplished through nepotism and/or cronyism

Yes, this is the product of someone who has been adrift all his life, with no discipline or skill. He eventually found religion and believes what he wants.

A scientist, Military General, lawyer, people dedicate their lives to these professions, and many are loyal to the spirit of truth and the content of their life's work. He doesn't understand that, thus sees an opposing viewpoint as a hostile viewpoint (instead of an opportunity to learn something new).

Only a suicidal fool allows competent yet disloyal people in his inner circle. Ask Julius Caesar about Brutus...

Because he doesnt know the definition of those two words. In his mind L comes before c in the alphabet. Another reason is that it's easier for him to pronounce loyalty.

In the crime world loyalty is important and competence is only valued in the crime committed and the size of the take.

So as we all see, the mistakes of Wolfowitz, Gonzales, NORAD commanders at 911 all received promotions for thier execution and denial of investigation into the crimes committed.

He is incompetent and is unable to recognize it in others. After they are appointed, and caught stealing or lying, to not back them would be admitting he made a mistake.

He has, on occasion, let others take a fall on a sword for him though!

Because anyone can be loyal, but not everyone is competent. Ergo, as a talentless tool, he values loyalty.

Plus loyalty helps when you screw up. Your friends will stay loyal, while your competent allies will say WTF?
