Unitas not in the HOF? As far as I know, the best college QB gets the Johnny Unitas award.
I know about these ones: Lawrence Taylor, Warren Moon, Jim Kelly, Joe Montana and Steve Largent.
Brady should definitely be a college HOFer, he set some school records, led the Wolverines to 2 bowl victories, was named All Big Ten and his record as starter was 20-5. He just was taken late in the draft.

There are quite a few. You can visit the NFL Hall of Fame home page and look at the lists of HoFers and compare it to the College HoF list. Many players don't make both. Tom Brady, a guaranteed HoFer, didn't have an outstanding college career but is having an amazing career in the pros.
