I think this is something where you have to be VERY sure of your ability to read another person's body language. Not everyone will welcome a hug, and not everyone will welcome their personal space being invaded....especially by a relative stranger. Be VERY sure the person you approach isn't going to wig out on you.

NO*
some ppl are just not the 'huggy' type and need that barrier up , it offends some ppl if you just go over and say Hi and give them a big hug.
but it is Ok to ask "Can i give you a hug?" or can i hug you"? this gives the other person an option to say yes or no*~ If you know the person, then i'm sure they would know if you're the huggy type...but never assume it's ok* even tho you mean well, it can really playup on some ppl* and not in a good way*

Yes. I do it all the time. Just don't go up to a stranger. They might come at you with the white coats. Actually, your question is more interesting than you think. I've been watching "The Price I Right" for many years. Back in the 90's, the men would always shake Bob Barker's hand. But in the past few years, more and more men hug Bob. And they're not gay. ( Not that there's anything wrong with that.)

where i'm from, it's a standard form of greeting for girls to hug each other hello, and for guys to hug girl friends hello. the guys usually just shake hands or do the hand-pull in-back out thing. it's also acceptable to hug someone you haven't met if you've heard a lot about them from another friend and you feel like you know them because of that. if you just meet someone and no one knows them, then if you (by the end of the time spent with them) like them and hope to continue being friends, you hug.
but no one hugs a random stranger for no apparent reason.

If you're in the south, you can hug anyone.

Midwest, hug only people that smile at you.

North, don't hug, don't smile. You might get decked.

I hug my wife, kids and family members, but it pretty much ends there. I'm just horrible at it!
