changing to another operating system is not the solution but acquiring new monitor is most likely not the best solution at hand.
booting a computer on SAFE MODE usually means there is a software or a hardware malfunction. the best way to know which one it is, is to recall your last session if you can, but if not, you have to delve a little deeper into the problem.
HARDWARE -- failure, drivers not loaded, new drivers added, but most probably a malfunctioning hardware can cause.
SOFTWARE -- is most likely the same with the hardware the difference is that somebody or something have deleted, overwritten, moved the vital data for the hardware,
for me, it's most likely a hardware failure, as SAFE MODE is a mode that allows you to diagnos them.
Goodluck.

I can't be sure what the exact problem is without looking at the computer itself, but it's safe to say that a new monitor won't help. The problem is in the CPU (central processing unit). A new monitor would just be a waste of money (Kinda like Windows ME)............Seriously though, don't waste your cash.

No, a new monitor is like a car that wont start, but you try to make it work by changing the wipers.
In safe mode, use System Restore to roll back to say last week.
