Yes, download from http://www.inkscape.org/

It's basically a free Adobe Illustrator with support for Scalable Vector Graphics and more.

I last saw this utility on a CorelDRAW installation, havent seen many around otherwise.

BTW, thats a really good picture, you can almost frame it
