Putting a shirt, or towel on the car means you left it to go get help, gas, whatever. The stickers are put on by the State to not only let the person know that they need to move it, but they can also tell how long it's been there. After a certain amount of time the State will pick it up.

What your seeing is kind of a universal car distress signal. Usually the car will not run or has a flat tire and someone ditched it until a wrecker tows it to a mechanic or the owner has it towed to their car dealer of choice.

Usually the notes will say ( This GD car is a piece of crap) or something to that effect. Occasionally the note indicates that the car is under a some kind of police surveillance until it's towed by the rightful person.

Its a signal that the car is not working but do not tow it. If you ran out of gas and walked to go get more, its a sign that you don't want the car towed so it will be there when you get back.
