It sounds like this is a question you may need a doctor to assist you with. If I am reading your question correctly, you are having one of the following problems:
1) You are having constant urges, and don't know when to truly go to the restroom to take care of these urges. These urges could easily be caused by a urinary tract infection, and if this is your first experience with that you'll need to see a doctor for an official diagnosis and to provide you with medication to clear it up. It's quite a common occurrence among women, so usually, if a doctor has diagnosed you with a UTI before, then you can call and describe symptoms in the future and get assistance and medication without another office visit.
2) You are not having the urges that indicate you need to go to the restroom. I'm not certain at all what might cause you not to have the urges, but again, that's why there are people who study medicine to be able to diagnose and help in such situations.

well, when you feel that you want to pee (leak from down there) or take a dumb then that is the perfect time.
you can also use the bathroom to take a shower or bath. bathing helps you to relax and its just good. and its advisable that the person showers daily to get rid of the germs and all these stuff. and only when u smell and think u started to get filthy then it's time to enter the bathroom.
