There is no ruling on it at all. Its just Neil Warnock having a case of sour grapes.

Anyway, he did the same thing when Sheff Utd played Liverpool

Obligations towards the team
The team official should:
1. Make every effort to develop the sporting, technical and tactical levels of the club/team,and to obtain the best results by the team, using all permitted means.
2. Give priority to the interests of the team over individual interests.
3. Resist all illegal or unsporting influences, including banned substances and techniques.
4. Promote ethical principles.
5. Show due respect to the interests of players, coaches and other officials, at his own club/team and others.

I don't think there is a rule. Clubs can field whatever team they feel appropriate as long as the team sheets are submitted to the officials in time before the match.

this is a difficult question, we all no that you should field your best 11, the more successful a team is the more pressure on them. If the same 11 played in the premiership, champions league,F.A.Cup, Carling Cup & friendly international& competative internationals they would be worn out.So you have to change your team about it is very unpopular if this happens where the result effects you . But if your team needed three points to survive,& your opposition was Man Utd minus all the stars you would be happy.

I personally dont have an issue with this. each team has a right to name whichever starting XI they choose. And for Neil Warnock he only complained due to the fact teams were playing weakend teams, yet every player involved would have strolled into his 1st team.

David B seems to have the answer but it has not stopped teams flouting the rules at every opportunity.

the rules say they must pick the best possible team available.however its regularly flouted...latest i think man u against west ham,but loads of others do it and see it as a legit ploy,,,but dont ask a sheffield utd fan who dropped out of the premiership as a result costing them a loss of about £50 million.
while the FA does FA it will continue

i think the answer is all players that are registered as first team squad can play any part during the course of the season what ever game it is as for europe players only registered by a certain date are eligable to play.

i don't think there is a rule against it, they might not approve but i think ultimately they can do nothing about it because it's the team the manager wants to pick
