If the murder is committed in the US. Yes he can be put on trial here. The murder and therefore the crime occur ed in the US. The man who hires the hitman is usually considered just as responsible for the murder as the hitman himself. It does not matter where the hitman is hired as long as the murder is in the US, the trial will occur in the US.

There are very few actual "hitmen" in existence, if any.
Most "hitmen" are hired off the street for a few bucks, and usually botch the job or rat the Rich Man out.
The existence of sniper's etc are the governments own hit men and not for hire.
