1) To grab your listeners attention:

Start with a study that gives specific numbers of cell phone related accidents and its effect on driver's attention:

Or relate a story on how some driver talking on a cel phone caused an accident that killed or injured someone:
http://www.iii.org/media/hottopics/insurance/cellphones/
---In mid-October 2004 in the case of Yoon v. Wagner a Virginia jury awarded $2 million in damages to the family of a young girl who was killed by a driver using a cell phone at the time of the accident. The plaintiff also filed a suit against the driver’s employer after it became clear through an examination of phone records that the driver had been talking to a client when she hit the girl.---

You want to hook your audience with some Specifics.

2) Main body - state your argument - (ex Banning Cell Phone use while driving is a good thing). Support your argument with further studies and research.

To give it a little "spin" you can provide an example of a counter-argument, and then you address why that argument is "bad" by support of evdience and statsistics.

3) summarize is pretty much self expanatory

This one, I have to give a warning because it shows images of accidents where the driver was distracted because they were on cell phones;

I think you should give up on the speech. Educating you to believe something that is redundant and useless is actually a useful law is a disgrace to the education system.
