Within my own community there are several programs available for young offenders (minors).
There is the CHINS Program for (Ch)ildren (In) (N)eed of (S)upervision. This is a program where a minor is placed in a home under close supervision controlled by the Department of Human Resources.
Then there is the Department of Youth Services where a minor may be placed in a juvenile detention facility.
Additionally, there is a "PASS" (Peers Are Staying Straight) on drinking, using drugs and other irresponsible behavior. This program offers what is referred to as "Teen Court" where peers are used in a capacity like that of adult court under the guidance of the adult judicial system.
Lastly, there is the juvenile court system. This is the closest to adult court where the most serious of offenses are handled.

To be honest more and more young offenders are being treated no differently than adult offenders, most are thrown into the system and given no real help for their problems. Crime is usually due to mental problems (possibly due to drug addiction) which are not readily addressed in the criminal courts or just plain poverty or plain old just being a kid and not knowing the consequences of their actions. Write an essay on whats wrong with the juvenile system and you'll probably get way more useful info for your essay

Where I live, Arkansas, the judicial system has gotten tough on juvenile offenders. They get penalized with court ordered community services, frequent follow ups, house arrest, and detention. Parents are also held accountable. School is monitored as well, and our judges here are not light weights, they are tough. As a result I think we have less offenders,and more responsible parents...it's not 100% but is better than in the past.

In Scotland they appear at a Childrens hearing, which is separate from the adult court system, there is a panel of 3 lay persons and a reporter, as well as anyone else involved in the childs care (parent/guardian, social worker, teacher etc)

We should sterilse these drug snorting, criminal scum so that they cant reproduce anymore of these little toerags that terrorise people so much they are too scared to leave their own doorstep.
Just a week ago a bus driver in our local area had some kind of substance thrown into his cabin and hes now blinded in one eye. These kinds of things are becoming all too common and something needs to be done. Start with the parents, sterilise them!
