Well, most of the cities would be without power. The president would have resigned after several members of his cabinet (and Congress) were assassinated. Utah would be demanding independence and Mormon extremists would be kidnapping people regularly. So would Baptist Sects, along with Black Muslims claiming whole chunks of several cities like New York and Detroit--places the police would dare not go without army support. The IRA would pouring in men and supplies to help protect Irish Catholics.

Oh, and there'd be an occupying army trying to force our government into a new form. Let us say this army is Japanese, and it keeps insisting we need a Monarch. But most of this occupying army only speaks Japanese, so getting things done is difficult at best.

Plus the Japanese have begun killing civilians. Alcatraz prison was re-opened and was the site where US soldiers and anti-Japanese guerillas were tortured. No officer has been charged with any crime in reference to this. The Prime MInister of Japan has never apologized. Recently, a Japanese soldier convicted of murdering several American civilians was sentenced to three years' imprisonment. This was touted as "proof" of how much the Japanese care about justice.

Nearly every single family in the country will have lost someone to violence. Nearly every single person will have seen someone killed by gunfire or explosions. The number of dead in the last four years (in purportion to our differing populations) would be several million Americans.

The FBI, National Guard, the State and local Police forces as well as all four branches of the military were disbanded three years ago. People are being hired again in all of those positions, but literally all of them have to be re-built from scratch. At the same time. During a multi-sided civil war.
