I use MS 2000. Is it in the software? What do I do to make it work right?

No, it is not in the software unless you are trying to play dvd and have no dvd software. Win 2000 will have drivers for cd roms.
I can't really help as you haven't supplied enough info...like, have you used it before, have you made recent changes to your system, what happens when it is trying to read the discs, what is the content of the discs?

Either the cd's are too scratched and dirty or your cd player is broken

You may need to update the driver. Microsoft in some cases is double charging people for the drivers in order to curb software and downloading piracy. I've noticed that my computer's cd player will no longer play cds or dvds either. My computer was purchased in 2002.

try cleaning the disks and the CD Drive (using a special CD)
and (if necessary reinstalling the CD Drive drivers/firmware

Have you tried to open my computer right click the drive and play?

Up date the driver if it did not solve the problem buy a new one.
