If it's in the lease that it's your responsibility, employed or unemployed, you must pay. If it is not, no matter what your landlord says, you dont. It's all about what you signed for on the lease.

Unemployed, unwilling, unable, or ugly it doesn't matter.... you have to pay whatever is specified in your lease or rental agreement or your landlord or the water company can take you to court. More likely the water company will just shut off the water. If the home or heating system or plumbing is damaged because of that, your landlord can take you to court for the cost... if your deposit won't cover it. Bettery get a job.

When you signed your rental agreement it should have stated all of the details pertaining to the house. Look at your rental agreement and it will state what the owner will be liable for, and what the tenant will be liable for. If you signed that you will be liable, it is your problem that you do not have the money to pay the water bill.

The water company will turn off the water to the property, and mail a notice to the owner of the property. There is a reconnection charge if your water is turned off.

Yeah, I believe it's your landlord that gets to pick if you pay or they do. Whether or not your employed.
