I can understand your difficulty in trying to describe it - likewise it is a little difficult, in words, to say how it should work and look however I'll give it a go ...
Imagine you are putting on a long-sleeved top - your hand is the tip/glans of your penis and obviously your arm is the shaft. As your hand would emerge from the sleeve so should your glans and as the sleeve is pulled (slightly too far) over your arm - the forskin should move a little like that over the shaft. The "outer" skin will be drawn back and be quite high up the shaft and the "inner" skin (the very soft, moist bit) will cover the lower part running up to the back of the glans - joining the glans just behind the ridge.
The bit of skin that joins the tip of the glans near where urine/semen comes out back to the shaft is called the frenulum - this can be tight or a little loose but it will be the bit that 'tugs' on the glans as you pull back. However it can be almost missing or loose - then it is fine - or it can be a little or very tight - and then it can be a pain - literally!
I hope this is reasonably clear - it sounds like maybe your fine or perhaps just with a slightly tight foreskin/frenulum - and a little exercise (if you know what I mean) perhaps after a warm bath/shower will probably loosen it fine. If it is still painful then you may have to go to the doc - probably the last thing you feel like doing but don't worry, they see people's dangly bits all the time.

If you're undecided right now, my advice would be to leave your son's penis intact. There's no medical reason for circumcision in infants. In fact, most men (75-80%) in the world are uncircumcised and the vast majority of them never develop any problems with their foreskins. You may hear some "horror stories" about the foreskin. I can assure you they're very anecdotal and fairly uncommon/rare. I'm uncut and I've never had any problems with my foreskin whatsoever. I've never been teased about it, I've never had an infection, it's easy to keep clean, it feels good to have (I actually can't/don't want to imagine my penis without its foreskin), never had any other problems. Most/all uncut guys I know are the same - they've never had any problems with their foreskins either. Furthermore, most foreskin problems are really easy to solve. You should be aware that there are very serious complications and risks from circumcision (as from any surgical procedure) that're often downplayed. While these are rare, they DO happen and a handful of infants do suffer these complication or even die from complications related to circumcision each year. Why take the risk when there's no reason to? Let's put it this way. If you leave your son uncut and he develops a problem with his foreskin that requires circumcision or he doesn't like his foreskin and wants to get cut later, that's always an option and it's his decision. But, if you have your son cut and something goes wrong or he later wishes that he was left uncut, there's nothing that can be done because that choice was taken away from him. And a lot of cut men DO wish they have their foreskins back - so why take that gamble? Why fix something if it isn't broken? Anyway, see the links below to help you make a more informed decision. Personally, if I were to have sons in the future, I would never have them circumcised except out of medical necessity (which is rare). If they want it done, I'm not going to stop them when they're old enough.

Your question isn't very clear, but if I have well understood I just think you're NORMAL then. In fact foreskin has to be attached at the base's glans, of course. It only moves uncovering completely the glans going down around the trunk. Did you never have seen some pic about?

If it's attached under the head, that's normal. It's the frenulum. It prevents it from sliding back too far back. It's just like the one of your lips and tongue.
As for the attached skin, try sliding it back when you shower and washing/rubbing it. That may encourage it to separate from the head.
Otherwise, if you can masturbate fine, you're okay. Let me know if you have any pain though. (e-mail me if that's the case)

It really sounds 100% normal to me. If you can masturbate without pain, then stop worrying - you have a perfectly normal foreskin, and it will give you much pleasure in your life.
