Definitely not honest. Not really hiding, though. They are tired of the pressure of a Dem Congress(now they have to deal with subpeonas; Rep wouldn't dare question corrupt Rep officials, but Dem would and are) and a media that has awoken from it's patriotic duty induced slumber (no hard questions in the run up to Iraq). They are hoping to get out of the spotlight and salvage some diginity by appearing to do the right thing and resign.

You look at any President in the last two years of an eight year term and they have a large portion of their staff leave. Reason being, these people have to continue with life after they leave the White House staff. They start looking for other opportunities and jobs and they get offers. Has nothing to do with the honesty or integrity of the person or the President, it has to to with making a living.
