Any bank might help by some method of submitting it for payment from the bank it's written against BUT with you waiting untill it clears.
Thinking that over - I don't know how they could accomplish this.
One sure way is to hand-carry the personal check to the bank in question. Seems to me the issuing party should cash it and pay you the money.

You can cash the check at the bank on which the check is drawn. They'll typically charge you some fee (usually $5) if you're not their customer.

Take it to the bank it's drawn on they will cash it no charge. They have to honor thier checks, if you go to the grocery store, party store or a check cashing service they charge you fee for cashing it.
